The Government of Tonga, through the Ministry of Environment Energy Climate Change, Disaster Management, Meteorology, Information and Communications (MEECCDMMIC) requested (Attachment A) in October 2014 that SPC Energy and Economic Division undertake a project to assist Tonga on a number of issues related to its petroleum fuel and LPG supply and pricing arrangements. It was mutually agreed with the Director of Energy that this work would commence in April 2015.
The main objectives of the project are for the SPC Petroleum Advisory Service to work closely with the Energy Division of MEECCDMMIC and the Ministry of Labour and Commerce to undertake a number of specific activities;
a) Tonga participation in December 2014 workshop
b) Review and evaluate existing fuel pricing template methodology and processes.
c) Identify members of the Tongan fuel price review team that will take responsibility for the periodic assessment of the fuel pricing template, train them in the process and support their efforts.
d) Organise and undertake the annual review of the Tonga fuel pricing template.
e) Review fuel supply patterns for Tonga
f) Review prevailing fuel distribution and retail operating standards in place for the Tonga main island groups
